Police found Cranston City Councilman Matthew Riley in his vehicle asleep with a crack pipe in his hand and illicit substances.
The Rhode Island was arrested on Monday and charged with drug possession after police tested a powder found in his vehicle, which turned out to be crack cocaine and fentanyl.
Riley resigned from his post with the city on Thursday and is seeking help for his addiction.
